Chula Vista City Council, Districts 3 and 4
District 3 covers Chula Vista's southeast, including Otay Ranch. District 4 encompasses the southwestern part of the city of Chula Vista, including portions of the 805 and 5 freeways.
The Chula Vista City Council has four council districts. Two of those — Districts 3 and 4 — are up for a vote Tuesday.

In Chula Vista’s District 3, Michael Inzunza — a Chula Vista-born scion of a high-profile local political family and a city commissioner with years of local community organizing under his belt — faces off against human resources manager Leticia Munguia, who also cut her teeth as a community organizer and possesses decades of experience as a consultant on employee and labor relations for various organizations.
District 3 was previously represented by Alonso Gonzalez, who is termed out.
In District 4, small business owner and former Chula Vista City Council member Rudy Ramirez — who served from 2006 to 2014 — is running against teacher and current Chula Vista Elementary School District board member Cesar Fernandez.
Andrea Cardenas previously represented Chula Vista’s District 4. She resigned in February, shortly before pleading guilty to fraudulently obtaining pandemic relief funds and unemployment benefits.
“In an effort to prioritize my mental health, and the health of my community, I have made the very difficult choice to formally resign effective immediately from my position as Councilmember for our City’s 4th District,” she wrote at the time. “It has been an honor and privilege to serve my community and work alongside all of you.”
As a result of her conviction and resignation, both candidates have emphasized that they are committed to restoring public trust.
