Texas DPS announces arrests in ‘clean scanning’ operation

AUSTIN (KXAN) — The Texas Department of Public Safety (DPS) said it was continuing to address illegal activity surrounding fraudulent vehicle inspections known as “clean scanning.”

Clean scanning relates to a fraudulent “pass” for a vehicle's emissions test.

During its most recent operation in Houston, DPS said it secured 19 arrest warrants for criminal activity related to clean scanning. Of the 19, DPS said five people had already been arrested.

From Feb. 13, 2023, through Thursday, DPS said it had secured or served 88 arrest warrants related to clean scanning in the state.

The department said it would conduct operations throughout the state where illegal activity was believed to be taking place, and after the initial identification of those stations, state and local law enforcement officials conduct surveillance and make arrests.

“Clean scanning is a serious crime,” DPS said. “If you suspect it is taking place, please report it at (512) 424-0290.”
