Man Arrested at Border, Second in Custody in Case of Victim Shot Dead in Vista

A second suspect was behind bars Tuesday in connection with a shooting that left a man dead early last year in a commercial area along state Route 78 in Vista.
Immigration and Customs Enforcement agents arrested Kevin Omar Ramirez, 24, at the San Ysidro Port of Entry on Sunday for allegedly taking part in the slaying of Oscar Rodriguez, 39, on Jan. 5, 2023, according to the San Diego County Sheriff’s Office.
Shortly after midnight that day, patrol personnel responding to a report of a man lying next to the roadway in the 1900 block of West Vista Way found Rodriguez. An autopsy determined that he had been shot to death.
Ramirez was booked into Rock Mountain Detention Facility in Otay Mesa, where he was being held pending his initial court hearing in the case, scheduled for Thursday afternoon.
The first suspect in the slaying, Brian Jesus Zarate, 27, has been in custody since two months after the shooting.
Authorities have disclosed no suspected motive for the shooting.
