The shooting in the 100 block of Civic Center Way took place shortly after 12:30 p.m. Wednesday, public-affairs Lt. Keith MacArthur said.
The condition of the motorist was not released, but NBC San Diego reported that the driver died.
The officer hit by the vehicle was taken to a hospital for treatment of apparently non-life-threatening injuries, the lieutenant said.
The shooting occurred as police were preparing for a ceremony to celebrate the retirement of an El Cajon police captain, MacArthur told reporters.
At least two officers opened fire on the driver after the truck hit their colleague and then continued moving toward another officer, according to police.
