Buffalo's Finance Commissioner resigns, marking third City Hall departure in past week 

BUFFALO, N.Y. (WIVB) – Another veteran administrator is leaving City Hall.

Acting Mayor Chris Scanlon announced Monday that he accepted the resignation of Delano Dowell Sr., the city's Commissioner of Administration and Finance, whose last day will be Dec. 16.

Dowell is the third member of the administration to depart in the past week.

Last Tuesday, Scanlon parted ways with two senior staffers who oversaw development. Director of Real Estate Howard Grynspan was fired and Brendan Mehaffy, Executive Director of the Office of Strategic Planning, will resign effective Dec. 16.

"I want to thank Delano for his dedicated service to our city and the leadership he has provided during his tenure," Scanlon said in a statement. "I want to wish Delano all the best in his future endeavors.”

Addressing Buffalo's multimillion-dollar budget shortfall has been a hot topic in city government long before Scanlon became acting mayor in mid-October, and the situation remains unresolved.

Scanlon elevated Raymour Nosworthy, Buffalo's Director of Administration & Finance, to serve as Acting Commissioner of the department until a permanent hire is made.

Dowell's online biography touts his two decades of accounting and finance experience in both the public and private sectors. He held serval accounting positions within the City of Buffalo, including Senior Assistant to the Commissioner of Administration and Finance, Special Assistant to the Comptroller, and Deputy Comptroller. He was appointed to his current position in July 2022.
